How effective are recruiting videos?

I have two websites that I would like to promote, www.howland.ws and www.dennishowland.ws. A recruiting video can be viewed online. Is this more effective than buying names from a mailing list? Would that be email marketing? What would be a low-cost but effective way to promote my websites? I am just getting started.
