What would be the considered the best video editing software for beginners?

I’ve started capturing videos, and am thinking about making a documentary. I have Photoshop Cs3 Extended which is good for some of the frame effects I want to use, but definitely doesn’t do everything I need. Is there a free program out there that offers good quality video editing, without being too complicating to use?
Virtual Dub never worked on my compter… so I can’t use it.
